OVERVIEW OF ADULT EMERGENCY ASSISTANCE PROGRAMS – FY 2002

By law, Adult Emergency Assistance (AEA) funds are to be used for individuals meeting all of the following criteria:
- Payments to or on behalf of a single individual or childless couple. [Families with children experiencing emergency needs should contact their own county department of job and family services and request assistance through the Prevention, Retention and Contingency (PRC) program.]
- Persons 18-years or older, single or married, who are not eligible for either a county’s Prevention, Retention and Contingency program or Ohio Works First. [AEA is targeted specifically to former General Assistance (GA), current Disability Assistance (DA) recipients and seniors 65 and older and receiving Supplemental Security Income (SSI).]
- Persons with incomes of 40% of poverty or less ($286/month for a single individual or $387/month for a couple) unless the person is 65 and older AND receiving SSI.
For this, the seventh year of the program, the General Assembly has appropriated not quite $2.1 million for FY 2002. The program year runs from July 1, 2001 through June 30. 2002 although the closer to the end date, the more likely counties will have spent their AEA funds, particularly this year with so much less money. The program is overseen by the State Set-Aside Committee of the Emergency Food and Shelter (EFS) program of the Federal Emergency Management Agency (FEMA) at the state level and by the local Emergency Food and Shelter Boards (or FEMA boards) in the counties. Ohio United Way serves as the State Fiscal Agent and also staffs the program. Funds are distributed based upon the decisions of the Local EFS Boards in each county.
